Prince Modius needs to be fooled!
Marshall Barry murdered 48 members of the Gary police department because he thought he needed to in order to protect the Masquerade after his botched attempt to take over Citgo Gas.
The mortal world believes that a local street gang, The Sin City Disciples, killed the police, and Ventrue clan member Joseph Peterson, who controls the media in the region, has made the incident into a terrible battle between the police and the gang. Juggler, who controls the Sin City Disciples, is obviously displeased, and it has created tensions between himself and Prince Modius, who knows that the Disciples work for Juggler.
The police obviously worked for Modius, and this whole incident has severely weakened his power base.
If Modius were to find out it was Marshall, he could call a blood hunt, and that might bring Archons or even a Camarilla Justicar into the region. These are things nobody wants to happen.
After a tense vote, it was decided among the Contestants that the Anarch Movement would be framed for the murders. How this frame job will come about it yet to be decided.
If nothing is done soon, it is possible that Modius may use his own investigators. And that might turn up the conspiracy between Marshall Barry and the Ventrue who helped him. That might lead to war and the previously mentioned blood hunt.
Therefore, the idea is to make certain that Prince Modius firmly believes that the Anarch Movement murdered the police, and not the Sin City Disciples, or anyone else. The Anarch Movement hates Modius, but might not like being framed for those murders, as it would constitute an action of open rebellion and could lead to a blood hunt being called against their entire organization that might certainly draw the attention of Kindred throughout the USA that are actively attempting to clamp down on Anarch Movement activities.

Yep. It's all Marshall Barry's fault. But Marshall is one of the players in the Contest of Will. So time to shift the blame onto some unsuspecting other people who didn't have anything to do with it!



Quest Rewards
Mr. Confetti considers making sure that Marshall Barry's destruction of the Prince's power base remains unknown to Modius an important manipulation that needs to be properly handled.
Whichever members of the group help Marshall successfully will get the following rewards:
250 Points which can be collected for use in the points victory contest for round 2, or which can be spent on other prizes.
A gorgeous condo along Chicago's "Magnificent Mile" -- Multiple players can win this prize, but Mr. Confetti will only award it to the people who do a majority of the planning and/or the actual doing of the frame job.
Also, Marshall Barry will owe you a major boon, to be payed back by him helping out during a mandatory task or other quest of the winner's choosing. If several members (or all members) of the group participate, Marshall will have to spend a lot of time working off his prestation debts to the team.
