Lucian has been in control of the docks in Gary for over fifty years and is one of the best there is at bringing Kindred into the region by boat safely. He appears to be on positive terms with Prince Modius.
Lucian is featured in both the Day One in Gary pre-story for PC's smuggled into the city by boat, and is featured throughout the introduction storylines for the NPC competitors. So he is now considered an approachable entity for quests in Gary.
