When Marshall Barry went on a rampage in Gary, Indiana, Balthazar showed up with anti-Kindred police officers and took Marshall Barry on, one-on-one. It was a standoff as they fought for 20 minutes with no clear victor.
Balthazar is the Sheriff, which is an official position within the Camarilla, though how official it is now that Prince Lodin is dead, is anyone's guess. He clearly does not like the Anarch Movement.

As it turns out, Juggler knew that Marshall Barry killed the Gary police all along. He doesn't care, as apparently the Sin City Disciples are less important to Juggler as he has allowed everyone else to believe.
He has offered the high level position of Scourge to Marshall Barry if Juggler becomes Prince of Chicago.

Mortimer has learned that the former Prince of Chicago has returned after the death of the Kindred who forced him out and took his place - Lodin. As he was Prince before, it may be possible for him to re-take the throne.
He has attempted to make a pact of non-interference with Modius, informing the Prince of Gary by letter that if he supports Maxwell for Prince, then Gary will no longer be interefered with and Modius will be allowed to rebuild his territory. He has warned in his letter that the offer is only good if Modius does not compete for Prince of Chicago.
